AUSTIN, Texas – State Representative Vince Perez (D-El Paso) announced today that House Bill 2853 has officially become law, paving the way for the construction of a new, state-of-the-art Student Union at The University of Texas at El Paso (UTEP). The bill became law after Governor Greg Abbott did not veto it by the statutory deadline, allowing it to automatically go into effect. This significant investment addresses critical infrastructure needs and replaces the current facility, which has surpassed its useful life.
House Bill 2853 authorizes the University of Texas System Board of Regents to utilize dedicated student union fees specifically for financing, constructing, operating, maintaining, and eventually demolishing and replacing UTEP’s existing Student Union. Originally constructed shortly after World War II, the current building faces escalating maintenance and operational costs, lacks essential modern amenities, and no longer adequately supports the needs of UTEP’s growing student body.
“Passage of HB 2853 ensures UTEP students will soon benefit from a modern facility designed to enhance campus life, foster student engagement, and significantly reduce long-term maintenance expenses,” Representative Perez said. “This new Student Union will serve as the heart of campus activity for decades to come, reinforcing UTEP’s position as a premier higher education institution serving a diverse and growing student population.”
Representative Perez extended his appreciation to UTEP President Heather Wilson, whose dedicated advocacy and instrumental support were critical to the bill’s successful passage. He also thanked Senator César Blanco for his effective leadership in shepherding HB 2853 through the Texas Senate.
“President Wilson’s dedicated advocacy and instrumental support were absolutely critical in securing this outcome,” Perez added. “I also appreciate Senator Blanco’s effective leadership in getting the bill passed in the Senate. Their combined efforts demonstrate our shared commitment to advancing higher education opportunities for El Paso students.”
The legislation includes stringent oversight by the Governor-appointed UT Board of Regents, ensuring responsible fiscal management. Any significant future increase to student union fees must also be approved by a majority of students voting in a general election, providing accountability and transparency.
HB 2853 takes effect on September 1, 2025, with the phased fee structure beginning in Spring 2026. The project will represent a lasting legacy and tangible benefit to current and future generations of UTEP students.
