On August 3, 2025, Rep. Vince Perez released the following statement in regards to the Quorum Break over the Texas Redistricting Map.
“The redistricting proposal unveiled by Texas Republicans represents the most overt racial engineering Texas has experienced since the end of the Civil War. Under this plan, Republicans are deliberately elevating one racial group’s political power at the expense of others. Although Latinos and Anglos each comprise roughly 40% of Texas’ population, the new congressional boundaries mirror segregationist-era tactics, disproportionately amplifying Anglo representation to nearly double their population share."
“If Texas’ congressional maps provided equal representation reflective of its diverse population, the 38 congressional seats would ideally be distributed as follows:
“However, the racially engineered districts proposed by Republicans produce a dramatically skewed outcome:
“This racially discriminatory map proposed by Republicans results in Anglo Texans receiving one congressional representative for every 445,000 Anglo residents, while Hispanic Texans receive just one representative for every 1.4 million Hispanic residents. This structure makes an Anglo resident’s congressional representation more than three times greater than that of a Hispanic resident."
“Black Texans fare even worse under the proposed map, with only one congressional representative for every 2 million Black residents, meaning an Anglo vote in Texas carries more than four times the political weight of a Black resident’s vote."
“While each congressional district represents roughly 770,000 Texans and should adhere to the equal protection clause of the 14th Amendment’s principle of ‘one person, one vote,’ this proposed map clearly undermines that fundamental principle. This begs the question: if this extreme racial gerrymandering is not a violation of Section 2 of the Voting Rights Act, which explicitly prohibits discriminatory voting practices based on race or color, then what is?"
“The stark reality is this: In Texas, one Hispanic vote counts as merely one-third, and one Black vote counts as barely one-fifth, of an Anglo vote."
“The intentional racial engineering involved here systematically dilutes the political power and voting strength of Hispanic Texans, effectively marginalizing their representation and amplifying Anglo political dominance far beyond their proportionate share of the state population."
“To perpetuate this extreme racial imbalance, Republicans have deliberately carved Texas’ political boundaries to ensure that they almost exclusively represent the Anglo population. Of the 11.8 million Anglo residents in Texas, Republicans will represent over 90% (10.6 million) under the proposed map, solidifying a political structure rooted in racial division and inequality."
“Texas Republicans have an obligation to ensure our state does not retreat into the shadows of its darkest chapters. History has shown the devastating consequences of racially discriminatory policies and political disenfranchisement. Approving this racially engineered map would not only betray our fundamental constitutional principles but dangerously signal a return to a past that Texas, and America, must never revisit.”
